Rep. Yvette D. Clarke joined a majority in the U.S. House of Representatives today in support of the final version of bipartisan legislation to provide health care to 11 million children in modest-income families.  The State Children’s Health Insurance Program (SCHIP) Reauthorization Act was approved on Wednesday by a vote of 290 – 135.  Rep. Clarke made the following remarks regarding the legislation:

“I find it incomprehensible that over 400,000 children in New York State alone are still uninsured—this is unacceptable.  I think it is crucial that all of our children receive proper health and preventative care. Children deserve a healthy start in life and the only way that’s possible is if they receive proper treatment. This bill will bring us one step closer towards making that a reality.

“According to the provisions of the 1996 welfare reform law, legal immigrant children are not eligible for normal Medicaid and SCHIP benefits for the first five years they reside in the United States.  However, I am proud to support the Children’s Health Insurance Program Reauthorization Act that actually changes that law and provides legal immigrant children with the opportunity to enroll before five years of residency.  

“In addition, with rising unemployment, I believe this bill is needed now more than ever before.  In this recession, more and more American parents are losing employer-sponsored health care for their children.  Today, my colleagues and I are sending a clear message:  Our children, their health and well-being come first.”

 After the House passage today, the bill was sent to President Obama for signature.
