A former Hill aide writes in: ‘You would think that FISMA and FITARA could easily get to the President’s desk, and certainly NCCIC authorization needs to happen, but predictions on what the parties and the chambers can compromise on leading up to midterms are about as accurate as VA-7 polling. There are several small, important bills that have no opposition that I would hope that the House takes up on suspension, including the NCCIC authorization, and measures sponsored by the chair and ranking member of the Homeland Security cyber subcommittee, like Rep. [Yvette] Clarke’s cyber boots-on-the-ground bill, and Rep. [Patrick] Meehan’s Critical Infrastructure Research and Development Act. These bills are necessary to improve DHS’ hiring and acquisition processes to ensure that the department has the best tools prevent and mitigate attacks on U.S. critical infrastructure.'”
