        <![CDATA[<p>Washington D.C.-Today, Rep. Wm. Lacy Clay introduced legislation co-authored by Congresswoman Yvette D. Clarke.  The bill, entitled the Subcontractor Fairness Act of 2009, would hold prime contractors accountable for subcontracting proposals that they submit as a part of a Federal contract bid in the civilian or defense context.</p><p>&ldquo;I was pleased to coordinate with Rep. Clay on this important legislation.  It fills a need that has gone unmet in the small business community for too long.  Current law requires companies competing for Federal contracts of more than $550,000 to include &lsquo;acceptable&rsquo; sub-contracting plans.  Too often, prime contractors begin preliminary discussions and work with smaller subcontractors in order to increase their chances of securing the contract award,&rdquo; stated Congresswoman Yvette D. Clarke.  &ldquo;These small firms spend significant resources on industry analysis and business strategy in order to be on the initial contract bid teams.  Many subcontractors are eliminated from the process once the prime contractor secures the bid.  Often, the small firms receive no communication from the prime firms once the contract is awarded, left with no indication of why they are not being called to perform the work.  This act aims to close the loophole.&rdquo;</p><p style="margin-left: 40px;">This bill would:</p><p style="margin-left: 80px;">&bull;	require bidders for contracts greater than $550,000 ($1,000,000 for construction bids) to submit copies of agreements with intended subcontractors as part of the bid;</p><p style="margin-left: 80px;"><br />&bull;	create a valid contract between prime contractor and sub-contractor at the time the contract is awarded to the prime;</p><p style="margin-left: 80px;"><br />&bull;	require that the agreement include the identity of the subcontractor, the scope of the work to be performed under the purported agreement and the dollar amount of the subcontract; and</p><p style="margin-left: 80px;"><br />&bull;	make the effective date 60 days after enactment.</p><p>&ldquo;Veteran-owned, women-owned, and minority firms are often too small to engage in the bidding process for large prime federal contracts.  Therefore, they can only access the federal contracting arena through subcontracts with larger companies,&rdquo; added Rep. Clarke.  &ldquo;This legislation will bring a greater level of clarity and accountability to our federal procurement process and will ensure contract fairness.&rdquo;</p><p>&ldquo;As the only Congressional Black Caucus Member on the House Small Business Committee, I believe in the importance of raising a voice for the veteran-owned, women-owned, and minority firms.  It is important that prime contractors are held accountable to small businesses that depend on them.  Small businesses are the corner stone of this economy and hold the key out of this recession and we must provide them with all available resources for their successful growth,&rdquo; concluded Congresswoman Yvette D.  </o:shapelayout></xml><![endif]--><p>Washington DC- Yesterday, Goldman Sachs announced that it was partnering with Warren Buffett to support small businesses in this challenging economic environment with a new initiative called 10,000 Small Businesses.  The initiative will dedicate $500 million to lending, technical assistance, and education for small businesses.  Community Development Financial Institutions (CDFI&rsquo;s) will have access to $300 million in grants or investments to increase small business lending.</p><p>&ldquo;This announcement is great news for small businesses.  I am pleased that Warren Buffett and Goldman Sachs recognize the importance of small businesses to our economic health and recovery,&rdquo; said Rep. Clarke.  &ldquo;I am even more pleased that they will be partnering with Community Development Financial Institutions to bolster lending to small business at a time when these loans are still at a trickle.&rdquo;</p><p>The Community Development Financial Institutions Fund, housed at the U.S. Department of the Treasury, was created in 1994 to expand the capacity of financial institutions in areas that are underserved by traditional financial services providers.  Institutions that are certified by the CDFI Fund may apply for financial and technical assistance.  Since its inception, the CDFI Fund has awarded $1.11 billion to community development organizations and financial institutions.</p><p>&ldquo;Partnering with CDFI&rsquo;s is an excellent decision,&rdquo; Clarke continued.  &ldquo;CDFI&rsquo;s have proven their worth over time.  They have demonstrated that they can raise $15 in non-federal funds for each $1 of federal investment. Clarke a Member of the House Small Business Committee released the following statement on the House Floor discussing ways we can strengthen woman owned small business:</p><p><br />&ldquo;As the sole Member of Congressional Black Caucus on the Small Business Committee in the House or the Senate, I am constantly monitoring developments that effect women owned small businesses, especially those in underserved areas.</p><p>&ldquo;Women owned businesses are an important factor in our economy.  Recent studies show that there are close to 8 million individual women owned small firms, with a $3 trillion impact on our close to $14 trillion economy, employing close to 23 million people.</p><p>&ldquo;These are great numbers, but I for one believe that more must be done! Not only do I believe it, but the facts bear it out!</p><p>&ldquo;Most recently, I have been hard at work exploring possible solutions for women entrepreneurs.</p><p>&ldquo;Last month, I introduced HR 3771, The Veteran, Minority and Women-Owned Construction Business Mentorship and Grant Assistance Act of 2009.</p><p style="margin-left: 40px;">o	This legislation would establish grant programs for women-owned small business construction companies to help create the internal business systems that are essential for success.</p><p style="margin-left: 40px;">o	Funds would also be made available to local groups and schools to bolster technical assistance to these firms.</p><p>&ldquo;This bill would create opportunities in the highly competitive construction sector, at a time when there has been a stark decline in construction activity due to the housing downturn.  The legislation is really about building capacity for small firms so that they can better compete for the many stimulus opportunities that are still being developed.</p><p>&ldquo;Another challenge I hope to address in the near term is the relationship between small business sub-contractors and larger prime contractors.  Often, large Federal contractors pledge to use certain sub-contractors for projects when submitting bids for federal contracts.</p><p>&ldquo;For example a prime contractor will receive unofficial credit for listing a woman owned firm as a possible subcontractor while submitting a bid.  Then, when the project is awarded to the prime, sub-contractors can be cut out at the discretion of the prime.  On Capitol Hill and in Brooklyn, we call that the &ldquo;bait and switch!&rdquo;  I think this practice is unfair, especially to our women owned businesses and I am looking at ways to address this issue.</p><p>&ldquo;Finally, I have been tirelessly working to find ways to improve access to capital for our women owned businesses.  It is no secret that our largest depository institutions are not lending as much as they could, but are instead using the excess capital they have to provide capital buffers for their own balance sheet health, retarding any rebound that could be fueled by small business lending.</p><p>&ldquo;I applaud President Obama for announcing that his Administration will be seeking low cost loans to smaller banks and Community Development Financial Institutions (CDFI&rsquo;s) as a means to address the small business lending gap.</p><p>&ldquo;I am especially supportive of CDFI&rsquo;s as a means to getting credit to our smaller women-owned firms in underserved and economically distressed areas.  For every dollar of CDFI investment, $15 of non-federal dollars are leveraged to provide lending to deserving borrowers.</p><p>&ldquo;As I said earlier, these are but a few of the challenges faced by women owned businesses.  I am always paying attention to the issues affecting our women entrepreneurs and I will for as long as I am a Member of Congress.  Much work is left to be done, but with the great leadership of people like Congresswoman Fudge, Congresswoman Barbara Lee, and Speaker Nancy Pelosi, I know we will get to where we need to be, and beyond. She released the following statement:</p><p>&ldquo;Healthcare is a fundamental human right, rather than a commodity.  A year ago, Americans cast a historic vote to change the course of this nation.  Today, we casted a historic vote to finally manifest the change they demanded, access to affordable Healthcare.  I am proud to cast my vote in favor of this bill.</p><p>&ldquo;This bill provides healthcare coverage to 96% of Americans and includes a strong public option that will provide the needed competition to lower premium costs.</p><p>&ldquo;In my district, the 11th Congressional District of Brooklyn, the Affordable Health Care for America Act will:</p><p style="margin-left: 40px;"><br />&bull;	First, it will improve employer-based coverage for 367,000 residents.  As a result of the insurance reforms in the bill, there will be no co-pays or deductibles for preventive care; no more rate increases or coverage denials for pre-existing conditions, gender, or occupation; and guaranteed oral, vision, and hearing benefits for children.</p><p style="margin-left: 40px;">&bull;	Second, it will provide credits to help pay for coverage for up to 160,000 households, if they need to purchase their own coverage.</p><p style="margin-left: 40px;">&bull;	Third, under the bill&rsquo;s insurance reforms, 11,900 individuals in the district who have pre-existing medical conditions will now be able to purchase affordable coverage.</p><p style="margin-left: 40px;">&bull;	Finally, this bill will allow 11,300 small businesses to obtain affordable health care coverage and provide tax credits to help reduce health insurance costs for up to 11,400 small businesses.</p><p><br />&ldquo;This indeed is a historic day.  As the legislative process continues, I am confident that the final version of the healthcare reform bill will contain a strong public option.  While we have come a long way, the fight is not over.  There are still those who want to stand in the way of progress.</p><p><br />&ldquo;That is why I am continuing to issue a call to action.         <![CDATA[<p>Washington, DC &ndash; Today, Rep.Yvette D. Clarke voted to stimulate the local economy and provide stability to American families hit hardest by the recession by extending unemployment benefits, the homebuyers&rsquo; tax credit, and tax relief for military families and businesses. The Emergency Unemployment Compensation Extension Act will provide immediate assistance, extending relief to millions of workers, families, and businesses nationwide.</p><p>&ldquo;This is another crucial step to provide immediate relief to struggling New Yorkers who have lost, or are on the verge of losing, their unemployment benefits and get our economy moving in the right direction,&rdquo; Rep. Clarke said. &ldquo;The families who receive these benefits will be putting money right back into our local economy &ndash; buying groceries, filling their cars with gas, and making their mortgage payments on time.&rdquo;</p><p><br />The extension is fully paid for and will provide immediate, effective stimulus to the local economy. According to Moody&rsquo;s chief Economist, every dollar spent on unemployment benefits generates $1.63 in new demand.</p><p><br />The legislation will provide families in all states with 14 weeks of additional benefits, and six more weeks to the 27 states with the highest unemployment rates &ndash; where it is most difficult for workers to find employment. Workers in these high unemployment states who have exhausted or will soon exhaust their benefits will be eligible for a total of 20 additional weeks of emergency unemployment compensation.</p><p><br />&ldquo;This legislation takes important, immediate steps to help stabilize our small businesses and strengthen our housing market,&rdquo; stated Rep. Clarke. &ldquo;These efforts are crucial to growing our economy and putting it back on sound footing.&rdquo;</p><p><br />The bill includes an extension of the $8,000 first-time homebuyer tax credit through April 30, 2010 and provides a $6,500 credit to new purchasers who have lived in their current residence for five years or more. It also helps military families struggling to make mortgage payments by making those payments tax-exempt.</p><p><br /> &ldquo;While we continue working to turn this economy around, this extension will provide much-needed relief to millions of unemployed Americans as they struggle to find work,&rdquo; concluded Rep. Clarke voted to accelerate critical reforms that will protect consumers from the abusive practices of the credit card industry.</p><p><br />&ldquo;Credit card companies have taken advantage of the implementation period between President Obama signing the Credit CARD Act into law and the February 22nd start date to raise interest rates, minimum payments, and fees on consumers,&rdquo; said Congresswoman Clarke.  &ldquo;I commend my colleagues in Congress for recognizing the card companies&rsquo; deceitful tactics and acting with speed to protect American consumers.&rdquo;</p><p><br />The Expedited CARD Reform for Consumers Act moves up the effective date for these critical credit card reforms from February 22nd to immediately following the President&rsquo;s signing this bill into law.  The original legislation includes crucial measures that protect consumers from unfair interest rate hikes on existing balances, double-cycle billing, and due-date gimmicks.</p><p><br />&ldquo;American families have enough trouble making ends meet during this recession.  The last thing they need is an unfair battle with deceptive credit card companies,&rdquo; said Rep. Res. 867 &ldquo;calling on the President and the Secretary of State to oppose unequivocally any endorsement or further consideration of the Report of the United Nations Fact Finding Mission on the Gaza Conflict in multilateral fora.&rdquo;  She released the following statement:</p><p><br />&ldquo;I have long supported, and continue to unequivocally support, Israel&rsquo;s right to exist and to defend itself from the aggression of those that would seek to destroy this nation.  Ultimately, it is in all of our interest to remain focused on assisting Israel in order to achieve a lasting peace.  I will continue to work with my colleagues in Congress to achieve our shared goal.</p><p><br />&quot;The U.N. General Assembly will examine the findings of its fact finding mission authored by Justice Richard E. Goldstone later this week.  Let me state up front that I have grave concerns about the disproportionate focus and condemnation of the Israeli military and lack of appropriate attention paid to violations by Hamas.  I believe it is absolutely appropriate for the U.S. Congress to insist on a balanced U.N. resolution and investigation that holds all parties accountable.  I also believe it is perfectly legitimate for the Administration to insist on such balance in any resolution from the U.N. and, if necessary, veto further action on resolutions that fail to meet this standard.  However, I have concerns regarding the language of H.Res. 867 and legislative disposition of the resolution.</p><p style="margin-left: 40px;"><br />&bull; Consideration of this resolution completely circumvented the legislative process, preventing an accurate and thorough vetting of the findings of the Goldstone Report.  This highly unusual legislative maneuver, which denied members a single subcommittee hearing, raises questions regarding the claims in this resolution.</p><p style="margin-left: 40px;"><br />&bull;	Justice Goldstone published a detailed reply to H.Res. 867, pointing out specific factual inaccuracies, misrepresentations, and items taken out of context.  He also offered to testify before the House Committee on Foreign Affairs regarding the report&rsquo;s findings.  These discrepancies needed to be addressed prior to bringing the resolution to a vote in the Congress.</p><p style="margin-left: 40px;"><br />&bull;	Language stating that it should be U.S. policy to &ldquo;oppose unequivocally any endorsement or further consideration&hellip;in multilateral fora&rdquo; is excessively broad and inconsistent with our national commitment to human rights and the rule of law.</p><p style="margin-left: 40px;"><br />&bull;	The numbers of my constituents that contacted my office overwhelmingly voiced their opposition to the resolution, with those in favor being very few and far between.</p><p><br />&ldquo;I was very conflicted in taking this vote.  However, as a representative of one of the most diverse constituencies in the United States, I fully understand that the complexities of the pathway to peace in the Middle East are not paved in comfort and expediency.  I am committed to supporting legislation that bolsters our relationships with our global partners and promotes peace and stability around the world.  Unfortunately, H.Res. 867, in its current form, does nothing to further these goals. mso-add-space: auto"><span style="font-size: 12pt"><font face="Times New Roman">We have made it through the first phase of the pandemic and are now entering the second.<span style="mso-spacerun: yes">&nbsp; text-align: justify; mso-add-space: auto"><span style="font-size: 12pt"><font face="Times New Roman">The Department of Homeland Security and the Department of Health and Human Services are leading our Federal response efforts. It is clear that DHS Secretary Napolitano and HHS Secretary Sebelius have set the tone for responding to this pandemic with their strong leadership and commitment to the Nation.<span style="mso-spacerun: yes">&nbsp;         <![CDATA[<p>Washington D.C.-Today, the U.S House of Representatives passed Congresswoman Yvette D. Clarke&rsquo;s, resolution H. Res. 797, supporting the goals and ideals of National Cyber Security Awareness Month 2009 with a vote of 415 to 0.</p><p>&ldquo;I want to thank my colleagues for their overwhelming support of H. Res. 797. This Congress understands that our citizens rely on information technology in every aspect of our lives &ndash; from managing businesses to social networking. As innovation spurs increased access and demand for the internet and information technologies, cyber warfare and cyber crime are increasing in sophistication and frequency,&rdquo; stated Congresswoman Yvette D. Clarke.</p><p>Among the cosponsors of this bipartisan resolution are Rep. Dan Lungren, Ranking Member of my subcommittee; David Wu Chairman, House Science and Technology Committee Subcommittee on Technology and Innovation; Homeland Security Committee Chairman Bennie Thompson; Ranking Member Peter King; and House Science and Technology Committee Chairman Bart Gordon.</p><p>&ldquo;In this digital age, we are all interconnected and our national cyber infrastructure is only as strong as the weakest link in the chain,&rdquo; added Rep. Clarke. &ldquo;The passing of this resolution is a clear message to the American people that our government will continue to protect  and strengthen our critical cyber infrastructure.&rdquo;</p><p>October marks the sixth annual National Cyber Security Awareness Month, sponsored by the Department of Homeland Security, the National Cyber Security Alliance, and other partners.</p><p>Cyber security vulnerabilities can significantly impact our national and economic security. The Department of Homeland Security logged 5,499 such cyber attack incidents in 2008 - a 40 percent increase over the previous year. A 2007 Government Accountability Office report estimates the total U.S. business losses due to cyber attacks exceed $117.5 billion per year. A 2009 Consumer Reports study found that over the past two years, one in five online consumers has been a victim of cyber crime.</p><p>&ldquo;As Chairwoman of the House Committee on Homeland Security Subcommittee on Emerging Threats, Cybersecurity and Science and Technology, I am committed to working with Federal agencies, national organizations, businesses, and educational institutions to encourage the development and implementation of existing and future cyber security standards, practices, and technologies that enhance the nation&rsquo;s security,&rdquo; concluded Congresswoman Yvette D. It gives me great pleasure to join their call for Congress to address Comprehensive Immigration Reform. I represent one our nation&rsquo;s most diverse districts so it is easy for me to see the importance of this debate. I applaud CUSH for working so diligently to highlight the significance of CIR,&rdquo; stated Rep. Clarke <br /> <br /> There, pastors discussed how a broken immigration system has negatively affected their parishioners.  They also discussed how the Caribbean and African immigrant communities can expand the debate of CIR to help bolster support for pending legislation.  <br /> <br /> &ldquo;We are asking the Obama Administration to focus on Comprehensive Immigration Reform like a laser beam. Who better to fully understand the importance of this issue then the son of a Kenyan immigrant? Clarke hosted a telephone town hall meeting where Brooklyn residents called in and asked their questions about how to protect themselves from the H1N1 virus.</p><p><br />&ldquo;I encourage all residents of the 11th Congressional District to take all necessary steps to protect themselves from contracting this virus,&rdquo; stated Congresswoman Yvette D. Clarke. &ldquo;This includes ensuring that individuals have access to the H1N1 vaccination and are educated about all recommended sanitary routines such as regularly washing their hands to prevent the spread of the virus.&rdquo;</p><p>Dr.  K. Aletha Maybank, the Assistant Commissioner of New York City Department of Health and Mental Hygiene, joined the call to answer questions about what New York City is doing to prevent the spread of H1N1.</p><p><br />&ldquo;I want to thank Dr. Maybank for joining the call and helping our citizens understand what resources are available to them. It is important that residents have the information they need to know how to protect their families against the virus,&rdquo; said Rep. Clarke.</p><p><br />On October 6, 2009 New York City began its H1N1 vaccination program and it received 68,000 doses.         <![CDATA[<p>&nbsp;</p><p>Washington, DC &ndash; Today, Rep. Clarke voted to invest in top priority homeland security programs that will keep Americans safe.  The Department of Homeland Security Appropriations Act passed the House by a vote of 307-114.</p><p>&ldquo;The security of this nation is priority number one,&rdquo; said Rep. Clarke. &ldquo;This legislation provides critical funding to secure our borders, train our local first responders and safeguard the American people.&rdquo;</p><p>Rep. Clarke, chair of the House Homeland Security Subcommittee on Emerging Threats, Cybersecurity, and Science and Technology secured $3 million for the Multi-State Information Sharing &amp; Analysis Center Program (MS-ISAC). Created by New York State&rsquo;s Cyber Security Office in 2003, MS-ISAC works to improve the cyber posture of all state and local governments. This funding will provide direct network traffic monitoring and intrusion detection and prevention for four states, as well as cyber threat and vulnerability analysis, incident response support, and outreach and education for all states and local governments.</p><p>&ldquo;I am proud to be able to secure these funds which will help states address cybersecurity vulnerabilities, which can significantly impact our national and economic security,&rdquo; said Rep. Clarke.  MS-ISAC Director Will Pelgrin is doing a tremendous job providing cyber incident response to their membership.  Clarke added, &ldquo;October is cybersecurity awareness month, and it is important to note that the MS-ISAC is also helping to lead the charge to promote cybersecurity awareness amongst state and local governments.&rdquo;</p><p>Rep Clarke also helped secure language in the House-Senate conference report to provide $20 million for the invest in Securing the Cities Initiative (STC).</p><p>&ldquo;The Securing the Cities program is another essential counterterrorism tool used to keep New York and hundreds of cities across the nation safe from any potential nuclear threats. That&rsquo;s why I will continue to fight next year to ensure that Congress fully funds this program, which gives our first responders the resources they need to combat and prevent potential threats,&rdquo; stated Congresswoman Clarke.</p><p>The bill also boosts our efforts to increase the security along our borders. There are additional investments to combat the violence, drug smuggling and weapons smuggling currently occurring on our Southwest Border. The legislation will provide our first responders with the equipment and training they need to keep our communities safe. It includes over $3 billion in grants for local municipalities to protect critical infrastructure in high-threat areas, help local fire departments and upgrade central command facilities.</p><p>Our local firefighters, police officers and emergency medical personnel are our first line of defense in an emergency. They must have the best training and equipment to keep our communities safe,&rdquo; said Rep. Clarke. &ldquo;The grants and programs in this bill give our first responders the tools and resources they need to protect us in case of an emergency.&rdquo;<br /> <br />In addition, the bill makes investments to improve aviation security, port security and transit security.  Among the many important programs, these funds will be used to purchase and install the latest explosive detection systems at airports nationwide and develop and deploy systems to screen cargo containers for weapons and nuclear materials.</p><p>&ldquo;This legislation protects Americans and prepares our nation for 21st century security challenges,&rdquo; said Rep.         <![CDATA[<p>(Washington, DC) &ndash;Yesterday, Representative Yvette D. Clarke introduced the H.R.3771, Veteran, Minority and Women-Owned Construction Business Mentorship and Grant Assistance Act of 2009. This legislation will provide support to minority, women and veteran-owned small construction businesses through mentorship and grant assistance programs. Small and emerging businesses are often at a disadvantage, especially in the challenging and competitive construction business environment.</p><p>&nbsp;</p><p>&ldquo;I am pleased to introduce this legislation, as it will bring opportunity to thousands of small businesses across the country and those in the 11th Congressional District of New York,&rdquo; stated Rep. Clarke. &ldquo;During these difficult economic times, we must ensure that the small business, particularly veteran, minority and women-owned businesses, are able to access proper training, mentorship opportunities, and resources for their business to grow.&rdquo;</p><p>The bill amends the Small Business Investment Act of 1958 to establish grant programs for minority, veteran, and women-owned small business construction companies. These small businesses would be able to apply for federal grant funds to hire legal, accounting, and business consultants for the purpose of creating internal business systems that will enable sustained growth. Businesses will be in a better position to qualify for financial and surety credit, necessary for the prosperity of construction businesses.</p><p>A second grant fund will provide funding for vocational/technical schools, community colleges, and other entities to encourage the development and administration of small business construction and risk management curricula. This program will benefit new businesses that lack formal training and resources necessary for capacity building and prosperity.</p><p>&ldquo;The federal government must continue to play a unique role in assisting small businesses, as they are the backbone of our nation&rsquo;s economy,&rdquo; stated Rep. Clarke, Chairwoman of the House Committee on Homeland Security Subcommittee on Emerging Threats, Cybersecurity and Science and Technology , introduced a resolution supporting the goals and ideals of National Cyber Security Awareness Month 2009.</p><p>&ldquo;Americans rely on information technology in every aspect of our lives &ndash; from managing businesses to social networking.  As innovation spurs increased access and demand for the internet and information technologies, cyber warfare and cyber crime are increasing in sophistication and frequency.   In this digital age, we are all interconnected and our national cyber infrastructure is only as strong as the weakest link in the chain,&rdquo; stated Congresswoman Yvette D. Clarke.</p><p>October marks the sixth annual National Cyber Security Awareness Month, sponsored by the Department of Homeland Security, the National Cyber Security Alliance, and other partners.</p><p>Cyber security vulnerabilities can significantly impact our national and economic security.   The Department of Homeland Security logged 5,499 such cyber attack incidents in 2008 - a 40 percent increase over the previous year.   A 2007 Government Accountability Office report estimates the total U.S. business losses due to cyber attacks exceed $117.5 billion per year.  A 2009 Consumer Reports study found that over the past two years, one in five online consumers has been a victim of cyber crime.</p><p>Among the cosponsors of this bipartisan resolution are Rep. Dan Lungren, Ranking Member of my subcommittee; David Wu Chairman, House Science and Technology Committee Subcommittee on Technology and Innovation; Homeland Security Committee Chairman Bennie Thompson; Ranking Member Peter King; and  House Science and Technology Committee Chairman Bart Gordon.</p><p>&ldquo;National Cyber Security Awareness Month provides an opportunity to raise awareness on cyber crimes and cyber warfare.         <![CDATA[<p>(Washington, DC) -This October marks the 25th anniversary of the National Breast Cancer Awareness Month.  National Breast Cancer Awareness Month is dedicated to increasing awareness of the importance of early breast cancer detection.</p><p>&ldquo;Improving awareness and funding for breast cancer has been a passion of mine for many years. During my service on the New York City Council, I co-chaired the Women&rsquo;s Caucus, where I helped raise more than $9 million for organizations that address women&rsquo;s issues &ndash; namely breast cancer,&rdquo; stated Congresswoman Yvette D. Clarke.</p><p>Breast cancer will occur in one out of every eight women, making it the second-most common form of cancer for women in the United States. Researchers expect that in 2009, more than 192,000 new cases of breast cancer will be diagnosed in this country. While these figures are sobering, there are encouraging statistics.</p><p>&ldquo;The death rate for breast cancer has decreased each year since 1990 because of increased awareness, earlier detection through screening, and treatment advances.  Although great strides have been made in breast cancer awareness and treatment, there remains much to be accomplished,&rdquo; added Rep. Clarke. &ldquo;We must remain dedicated to educating and empowering women to take charge of their own health by knowing the facts about breast cancer.&rdquo;</p><p>Congresswoman Clarke supports educational campaigns to increase public awareness regarding the threats posed by breast cancer to young women.  This includes the particular risks faced by certain ethnic and cultural groups, and focuses on awareness of risk factors and achieving early detection through community-centered informational forums, public service advertisements, and media campaigns.  Preventative measures, like early detection, are our best weapons in the battle against breast cancer.</p><p style="text-align: left;">&ldquo;Although October is Breast Cancer Awareness Month, breast cancer does not confine itself to a 31-day period.  Breast cancer is a daily reality for millions of women and their families.  Please take time out this month to familiarize yourself and your loved ones with educational materials and early detection measures.  With the proper awareness, breast cancer is a battle that can be won,&rdquo; concluded Congresswoman Yvette D. Clarke released the following statement recognizing October as National Cyber Security Awareness Month:</p><p>&ldquo;The goal of National Cyber Security Awareness Month is to show everyday Internet users that by taking simple steps, they can safeguard themselves from the latest online threats and respond to potential cyber crime incidents.</p><p>&ldquo;I commend the National Cyber Security Division (NCSD) of the Department of Homeland Security (DHS), the National Cyber Security Alliance (NCSA), the Multi-State Information Sharing and Analysis Center (MS-ISAC) and their partners for sponsoring National Cyber Security Awareness Month again this year.</p><p>&ldquo;This year, the theme of National Cyber Security Awareness Month is &quot;Our Shared Responsibility&rdquo;.  Ultimately, our cyber infrastructure is only as strong as the weakest link.  In this digital age, we are all connected. No individual, business, or government entity is solely responsible for cyber security.  Everyone must make sure to employ safe and secure computing practices. Attacks on our federal government networks this summer served as a recent reminder that we must remain vigilant in combating cyber incidents.<br />	<br />&ldquo;Through the help of the Obama Administration, cyber security is finally gaining the much needed attention it deserves both in the federal government and the private sector.  The White House&rsquo;s Cyberspace Policy Review, published this May, recommends that the government initiate a national public awareness and education campaign to promote cyber security.  The President will soon name a National Cyber Security Coordinator, the first such White House post.</p><p>&ldquo;As Chairwoman of the Homeland Security Subcommittee on Emerging Threats, Cybersecurity and Science and Technology, I am doing my part to oversee government&rsquo;s role in securing cyberspace.  Earlier this year I held a series of hearings on our nation's cyber security posture and the various vulnerabilities in our critical information infrastructure. September marks the sixth of the nationwide to encourage Americans to take simple steps in their homes, businesses and schools to prepare for emergencies of all kinds.</p><p>&ldquo;One of the most important lessons from the tragic attacks on September 11, 2001 and Hurricane Katrina, is that we all must be vigilant about preparing for an emergency,&rdquo; Clarke stated. &ldquo;It is important that every American learn how to be vigilant, alert, and prepared for an emergency.&rdquo;</p><p>The resolution commends Department of Homeland Security employees and their partners at all levels of government, as well as the millions of emergency response providers, for their dedicated service on the Nation's front lines in the war against acts of terrorism.</p><p>&ldquo;I commend DHS employees, our nation&rsquo;s police officers, firefighters, and the millions of other first responders, like the American Red Cross, for putting themselves at risk to protect Americans from potential terrorist threats and responding to emergencies of all kinds,&rdquo; stated Congresswoman Yvette D. Clarke. &ldquo;It is only fitting that the United States Congress recognizes their continued service to our nation on this the last day of National Prepared Month.&rdquo;</p><p>The resolution was cosponsored by Homeland Security Committee Chairman Bennie Thompson, Ranking Member Peter King, and received widespread, bipartisan support by Homeland Security Committee members.</p><p>&ldquo;House Resolution 731 encourages citizens to prepare themselves and their families to respond to any emergency--whether it is an act of terror, natural disaster, or other crisis. As a former volunteer firefighter, I know that lives are saved when the public takes steps to prepare for the worst. And as the Chairman of the Homeland Security Committee, I want the people of this Nation to take the necessary steps to prepare themselves in the event of an emergency,&rdquo; said Chairman Thompson. &ldquo;Recent surveys have stated that we have a long way to go as a Nation in preparing our communities for a disaster.  National Preparedness Month is one such step toward helping us achieve that goal.&rdquo;</p><p>&ldquo;In light of the recently foiled terror plots across the country, it is important that we recognize the employees of DHS, our nation&rsquo;s first responders, and state and local law enforcement who work so hard keep our communities safe,&rdquo; said Ranking Member King.  &ldquo;I am happy to support H.         <![CDATA[<p>(Washington DC)- On Monday, September 14, 2009, Congresswoman Yvette D. Clarke, Chair of the House Homeland Security Subcommittee on Emerging Threats, Cyber-security, Science and Technology, hosted a field hearing entitled, &ldquo;Status Report on Federal and Local Efforts to Secure Radiological Sources.&rdquo; She released the following statement:</p><p>&nbsp;</p><p>&ldquo;Radiological source security is essential in preventing a Radiological Dispersion Device or RDD, often called a dirty bomb. To put it simply, no radiological material, no dirty bomb.</p><p>&ldquo;Two years ago, the subcommittee, along with members of the New York City delegation, came to New York to observe some of the early efforts to secure radiological sources, specifically those Cesuim Chloride Sources found in hospital blood irradiators. At that time, those early efforts were spearheaded by a partnership effort between New York City and Brookhaven National Laboratory. Security measures such as closed circuit television cameras, key-pad locking systems with alarms, and other access controls were being put in place.</p><p>&ldquo;Over the last two years, three Federal Agencies, the Department of Homeland Security&rsquo;s Domestic Nuclear Detection Office (DNDO), the Department of Energy&rsquo;s National Nuclear Security Administration (NNSA), and the Nuclear Regulatory Commission (NRC) continued this idea by looking at the risk posed by the Cesium Chloride sources and proposing some solutions. These efforts became a little more sophisticated and brought the security focus closer to the source. The three agencies decided to take three actions to better secure radiological sources: <br /><br />1. Harden blood irradiators to make it more difficult to remove the CsCl sources, called &ldquo;engineering upgrades&rdquo;; <br />2. Examine whether alternate sources besides CsCl could be used; and <br />3. Improve the licensing and tracking system for sources.<br /><br />&ldquo;Today we are here to get an update on these efforts, and we have an exceptional panel of witnesses to help us in our efforts. From the Department of Homeland Security, Mr. Craig Conklin is the Director of the Sector Specific Agency Executive Management Office, Office of Infrastructure Protection. From the Department of Energy, Mr. Kenneth Sheely is the Associate Assistant Deputy Administrator for Global Threat Reduction National Nuclear Security Administration. From the Nuclear Regulatory Commission, Mr. Robert Lewis is the Director of the Division of Materials Safety and State Agreements (MSSA). These three Federal witnesses will tell us about their current efforts-- what has worked and what hasn&rsquo;t-- and their future plans.</p><p>&ldquo;Next we have Captain Michael Riggio, head of CBRNE mitigation efforts in the Counterterrorism Directorate at the New York Police Department. We also have Mr. Gene Miskin the Director of the Office of Radiological Health for the New York City Department of Health and Mental Hygiene. The New York Police and Public Health Departments have been forward thinking and aggressive in their efforts to secure these sources. They have also shown us that police and public health, two entities who don&rsquo;t see eye to eye very often, can work together to achieve a common goal. We are also interested in hearing from them how the various Federal agencies have worked with them.</p><p>&ldquo;Also from New York is Dr. Bonnie Arquilla, who is the Director of Disaster Preparedness here at SUNY Downstate Medical Center. Thank you for being here and thank you to SUNY Downstate for allowing us to hold this hearing here. Finally, from the Government Accountability Office, is Mr. Gene Aloise, the Director of the Natural Resources and Environment Division. Dr. Arquilla and Mr. Aloise will not speak directly to source security efforts specifically, but will provide helpful context as Dr. Arquilla will explain the kinds of efforts and activities that would be necessary to respond to an RDD event, and Mr. Aloise will discuss the activities that would be involved in recovery from such events. I think we will all see that both response and recovery are quite difficult and expensive, and we should be doubly motivated to ensure that radiological sources are as well protected as possible.</p><p>&ldquo;I believe in this mission. After the trip I mentioned two years ago, I introduced the Radiological Materials Security Act, which was reintroduced in April of this year. The provisions in the bill provide for the three federal agencies here today to carry out the activities that they have been and continue to carry out in their trilateral efforts. Although the bill has not yet been passed, it has helped me to push for appropriations to keep radiological source security and detection efforts going.</p><p>&ldquo;I hope that the bill and this field hearing make it clear to the witnesses here today, as well as the agencies and departments that you represent, that Congress has an interest in your efforts.         <![CDATA[<p><i><b>National competition to find the next generation &ldquo;top guns&rdquo; in cyber security<br />Kick-off to be held September 14 at Erasmus Hall High School in Brooklyn</b></i></p><p>&nbsp;</p><p>(New York)- New York State has been selected to participate in the U.S. Cyber Challenge competition, a national talent search and skills development program designed to identify 10,000 young Americans with the interests and technical computer skills to fill the ranks of cyber security practitioners, researchers and defenders to protect our nation. This protection of cyberspace is one of the most urgent national security problems we face. <br />The Cyber Challenge comprises a series of online competitions open to high school and college students to demonstrate excellence in the relatively new field of cyber security and foster the next generation of experts who can help meet the challenges of cyberspace. The competitions include the DC3 Digital Forensics Challenge, led by the U.S. Department of Defense Cyber Crime Center; the CyberPatriot Defense Competition, led by the US Air Force Association, and the NetWars Capture the Flag Competition, led by the SANS Institute. <br />&ldquo;The Department of Justice recently announced that the federal government needs to hire at least 1,000 cyber security graduates each year. The US Cyber Challenge will help our government meet the cyber demand,&rdquo; added Congresswoman Clarke. &ldquo;I am excited to launch the New York State competition right here in the heart of Brooklyn at STAR Erasmus. The students at STAR have the talent and potential to be the next generation of cyber warriors.&rdquo;<br />&ldquo;New York State is proud to take a leading role in preparing a solid foundation for our students to become the cyber security experts needed in the 21st century. Clarke released the following statement regarding allegations that she violated the law while recently traveling to the country of Antigua for the naming of the country&rsquo;s highest peak as &quot;Mount Obama:&rdquo;</p><p>&nbsp;</p><p>&ldquo;The New York Post recently printed an article describing allegations that I broke the law governing travel funded by foreign governments. This is a reckless and groundless accusation.</p><p>&ldquo;This Codel (Congressional Delegation) was preapproved, in writing, on July 29, 2009 by the House Committee on Standard of Official Conduct (House Ethics Committee). All the proper paperwork was filed before and after the trip. As customary when traveling on these business trips, my round trip seat was in coach. The Codel was all of three days, two of which were travel days, to and from Antigua. This documentation is made public at the House Office of the Clerks website: http://clerk.house.gov/GTImages/MT/2009/500002925.pdf. Please note the approval page in which the House Ethics Committee approves the trip, is included.</p><p>&ldquo;Any allegations that this Codel was unethical or illegal are baseless. I followed all the proper procedures to ensure that this trip was approved by the House Ethics Committee. I am fully confident that the Ethics Committee would never approve a trip that was deemed illegal in any way, shape, or form.</p><p>&ldquo;With all due respect to the author of this fictional account of my official duties, it should be noted that the 11th Congressional District includes one of the most diverse constituencies in the country, with one of the largest concentrations of Caribbean Americans in the nation. There are a number of challenges facing these nations that directly impact the United States. Drug trafficking, illicit gun trade and human trafficking across our borders are just a few examples of the many issues that need a coordinated response to effectively assist Caribbean people in their home countries and people of Caribbean descent that live in America.</p><p>&ldquo;As an active Member of the House Homeland Security Committee, I recognize these complex and significant issues facing our &lsquo;third border&rsquo; and understand that it would be counterproductive to our national security if we did not employ a consistent and productive dialogue with all the nations of the Caribbean. Furthermore, I take great offense to those who refer to this official Codel as a junket just because I&rsquo;ve travelled to this part of the world. Too often, people only recognize the Caribbean for its beautiful beaches and destination resorts and fail to recognize that our fellow human beings in this region face some of the greatest challenges of our time. It is clear that this region has been marginalized for too long and my constituents understand that it is imperative that we continue to engage diplomacy in this part of the world. Clarke released the following floor statement commemorating the September 11th, 2001 terrorist attacks:</p><p>&ldquo;I proudly rise in support of the bipartisan 9-11 Resolution, H. Res 722, which recognizes September 11 as both a day to mourn and remember those that were taken from us, and a day for the people of the United States to recommit to the Nation and to each other.</p><p>&ldquo;Today, Congress pauses to reflect on the lives and legacies of the men and women whose lives were tragically altered or cut short as a result of the violent attacks on 9-11-01.</p><p>&ldquo;I began my public life as a member of the New York City Council shortly after the attacks of September 11th changed America&rsquo;s perception on the world.  From that first day, I have dedicated myself to issues of security and preparedness.</p><p>&ldquo;As the only New York City member of the House Committee on Homeland Security, I am humbled at the opportunity to commemorate this day with my colleagues and victims&rsquo; families.</p><p>We will never forget that almost 3,000 lives were lost, including 343 firefighters and 23 police officers, on that day.  Their contributions and legacies will forever be honored and revered.</p><p>&ldquo;I salute the many World Trade Center and Pentagon workers who may not have held a corner office with their names on the door, but were an integral part of our thriving economy and communities.</p><p>&ldquo;I salute the mothers, teachers, doctors, flight crews and other valuable members of our society that were taken from us on that tragic day.</p><p>&ldquo;As we prepare to commemorate that tragic day with several victims&rsquo; families on the front steps of the U.S. Capitol, I offer my prayers to all 9-11 families and the survivors whose lives are forever changed.</p><p>&ldquo;I especially send my condolences to the parents and families of the children who&rsquo;s precious lives were tragically taken from us on that fateful day.</p><p>&ldquo;The collective sacrifices, strength, and compassion of these individuals and all Americans, as well as the fallen soldiers that we have lost in the fight against terror and the families they&rsquo;ve left behind, all of whom represent diverse backgrounds and beliefs, remind us that our national resiliency lies within our ability to come together as a nation for the greater good of our society.&rdquo;</p><p>###</p>]]>

Yvette D. Clarke hosted two health care town hall meetings where the overwhelming majority of Brooklyn residents expressed their strong support for Congress to move forward with health care reform legislation.  The constituents overwhelmingly supported the inclusion of a public option in the healthcare exchange.  <br /> <br /> &ldquo;It was clear from my constituents that our nation can no longer accept the status quo. Health care reform must happen this year.  During the town hall meetings, we were able to clearly explain H.R. 3200, America&rsquo;s Affordable Health Choices Act, and debunk many of the misconceptions about the legislation. My residents understand that I will be advocating for health care reform legislation that will cover the 47 million people that are uninsured or underinsured,&rdquo; stated Congresswoman Clarke.  <br /> <br /> Brooklyn citizens shared their written testimony of how the current health care system has affected their access to quality health care.  <br /> <br />  &ldquo;Three years ago, I lost both of my knees due to a bacterial blood infection I caught from the hospital. Now I need customized knees and they cost $25,000.  My surgery has been postponed 3 times, due to the cost. Insurance will only pay for the hospital stay, surgery and therapy.  That leaves me to get the money for my knees,&rdquo; stated Marisa Hunter.<br /> <br /> &ldquo;Everyone needs access to healthcare on all socioeconomic levels.  I have recently been denied health care &hellip; because I receive &ldquo;too much&rdquo; income from unemployment.  I was recently laid off from a full time position where I receive great health care insurance and now, I have nothing, and I need healthcare insurance,&rdquo; stated Mary Lafayette.<br /> <br /> Congresswoman Yvette D. Clarke is a staunch supporter of a health care reform plan that includes a robust public option.  <br /> <br /> &ldquo;I believe that health care is not a privileged, but a right. That is why I cannot support legislation that does not include a public option.
